The problem with this scenario, as I see it, is that based on what we see in that clip, neither Rosita or the David Morrissey Doctor seem to have the slightest inkling of who Tennant's Doctor is.
If this other Doctor is an 'imposter', why is he putting on such a elaborate (and factually accurate) act for the benefit what is, in his eyes, a clueless bystander?
My theory that this is THE Doctor, but from a parallel universe. My guess is that this is a consequence of the lowering of the barriers between realities in Series 4, allowing both the Cybermen and this other Doctor to cross over into our world.
Then again, it does seem odd that we should effectively get another 'two Doctors' story so soon after 'Journey's End'...
