I guess this goes to show that PJ Hammond still is pretty inconsistent in his writing. I can just imagine a conversation between Chris Chibnall and RTD about this episode before and after it was made:

Before:

CC: "PJ is writing us an updated version of that S&S ep with the people moving in the pictures. If it is anything like that it will be great!"
RTD: "Yeah, that was a cracking story. Just make sure it doesn't plod along like that one in the Railway Station".
CC: "Oh, but it won't, it is based on the great one with the people moving in the pictures".

After:

RTD: "Hey CC - it was similar to the great story with people moving in the pictures in S&S, it plodded along and was padded like the one in the Railway Station."

It is bad decisions like this story that make me wonder if CC possibly moving on next season really is a push from management?

: Agreed. I'm no fan of PJ (too young to remember his glory
: days) but had expectations of bing impressed. So not.
: Seemed very long considering it was comparatively very
: short. Seemed like a cheap bad X-files. Rest of season
: have been v. good though - only 3 eps to go!
:
: : Well I was hoping for a great episode, since it was
: : written by PJ Hammond. But sadly "From Out of the Rain"
: : was truely awful! Perhaps this is why BBC Three didn't
: : want to put their logo on it! I reckon it was the worst
: : Torchwood episode so far. Worse even than the 'Sex Gas'
: : rubbish by Chibnall in Series 1. It was padded (how many
: : Cardiff establishing shots does one need?) so much so if
: : you took the superfluous shots out it would severly
: : underrun. It also plodded along during the 'action'
: : between the padding. Furthermore, it made little sense and
: : everything seemed to have no basis behind it. There was
: : practically no explanation for why the rift suddenly can
: : release people from movies (why has this not happened
: : before? surely they would have to ban horror, fantasy and
: : Sci Fi films from now on to prevent any monsters and
: : aliens etc from getting out? I guess that the reason for
: : this has to do with the film that was used, since the film
: : can and the flask had the same logo. So was this alien
: : technology as per the rest of Torchwood? That would have
: : made a worthwhile use of time to get rid of some of the
: : long Cardiff fly over shots.) It ws also poorly directed,
: : in particular so much so that any atmosphere that could
: : have made the escaped film people more sinister was
: : entirely lost.
: :
: : OVERALL: Just poor and disappointing. Simply terrible TV
: : that I won't ever want to watch again.
