I still think Utopia is separate: as Adam said it was made in a different block and director; plus the Radio Times preview article back in March listed it as a separate story in the preview episode guide; which makes me think it was a later after-thought (just prior to broadcast?) to make it "part one". If you are going to lump Utopia with eps 12/13 based solely on the cliffhanger, then Keeper of Traken would have to become an eight episode story!?
As I said in an earlier posting, I await with baited breath to see which of the stories next year the BBC claims (if they even bother) is the 200th.
