After a four-month delay, TSV returned with a new co-editor, a new postal address, and a new look. The format was largely Nicholas Withers' doing. Unlike previous issues, which were largely cut-and-paste jobs, each issue's pages were now designed on computer, giving the magazine a much-improved appearance. Cover artist Alistair Hughes provided a much sharper and tidier version of the TSV logo that was very close to the design of its predecessor after the readership voted against an entirely new design. Shortly before publication, TSV received the news that Paul McGann had been cast as the Eighth Doctor. The long-awaited follow-up to TSV 40's interview with Andrew Cartmel was a highlight of the issue, along with the comic strip, Monkeyhouse by Peter Adamson and Paul Potiki. The cover was originally intended to have featured Alistair Hughes' Frontier in Space wrap-around artwork, but when the video's release was delayed Alistair instead provided an illustration tying in with The Mark of the Rani video review.
