Comments

Chris Mander took on the role of Timestreams editor, allowing former editor Paul Scoones to devote more time to TSV. Although at 64 pages the issue was longer than Timestreams 2, it featured just six, mostly long short stories. Following on from the fan video adaptation in issue 2, Chris novelised the Auckland DoctorCon 1991 production. The issue also featured a crossover story inspired by the Teenage Mutant Ninja Turtles. The front cover artwork was an illustration of the Seventh Doctor by Felicity Fletcher. The issue was published in August 1991 at the same time as TSV 24.
